This independent evaluation of the Brooke Jordan Programme covers activities Brooke implemented in Petra between 2010 and 2017 consisting of three phases: discontinuing free clinical services to animals, improving service provision and community engagement, and finalising the campaign. The evaluation sought to identify successes and/or sustainable interventions after closure of the Programme, significant changes in the welfare of animals and lessons learnt from the intervention that could be applied to other programmes. It also reviews the closure and exit process to determine whether the phase-out approach was appropriate and contributed to/generated the intended outcome.
