Brooke India closes

It is with profound sadness that, after 25 years, our Brooke India operations will be closing.

Since 2001, the exceptional teams, partners and valued communities we worked with have dramatically changed the lives of millions of horses, donkeys and mules. 

In recent years, due to changes to India’s regulatory environment for charities, Brooke India has been engaging with authorities to ensure that the arrangements put in place when it was first created were still appropriate. As part of this engagement, Brooke India applied for registration under the Foreign Contribution (Regulations) Act (FCRA) in December 2024.

During the process, regulators indicated that aspects of the current structure may not fully align with current regulatory requirements.

As a result, Brooke UK is unable to provide further funds to ensure the continuation of operations. With no viable alternative, Brooke India’s leadership have taken the extremely difficult decision to end our charity operations in the country.

How we decide where we work

Our teams bring together local animal health practitioners including vets, paravets (a community-based animal healthcare worker), farriers (hoofcare specialists), animal welfare experts, local communities, development specialists and national and international stakeholders for policy and advocacy work.

We realise that suffering occurs all over the world and wish we could help working donkeys, horses and mules everywhere. But with limited funds and resources, we must work in areas where welfare needs are greatest and where we can have the biggest impact. 

These include countries with:

  • High numbers of working horses, donkeys and mules with high welfare needs
  • Communities which rely on animals to earn a living
  • High levels of human poverty (using the United Nations’ Human Development Index)
  • Potential partner organisations with a common goal
  • Adequate security for our staff to work safely.
